Update: after hearing Bernie speak I believe he's referring to Hillary saying he's not qualified because he's not a Democrat as well as the Daily News interview.

So Bernie turned it around to point out that Hillary is in the pocket of the 1% and is not qualified for that reason, sounds about right to me.

So yes, it's fair to state that IF she is engaging in acts that constitute legal bribery then she is not qualified to manage the people's business.
