It makes the woman candidate look like a helpless child while Man is written in big capital letters to emphasize it while he is both pushing her aside and also protecting her. Some people might read this to mean that we need a man for the job because a woman is too childlike. I doubt anybody was thinking that when they made the image but that could be how some people interpret it.
