A new skirmish over debates is brewing between the Democratic presidential campaigns, with the two camps unable to reach agreement so far on dates and locations for the final matchups between Hillary Clinton and Bernie Sanders....
Team Sanders wants to hold the next debate in New York, a delegate-rich state that will hold its primary on April 19. The Clinton camp has declined, Mr. Weaver said, and has advocated for a debate in Pennsylvania, where primary voters will go to the polls on April 26.

Much of the delegates are apportioned by congressional district. Bernie might do well in the western part of the state with such localities as Buffalo and Rochester. Also, Bernie does well with Muslims. There are up to 1 mil. Muslims in New York City which could cut into her margins there.
