I do not think even the State Department understands the situation well enough to make an informed decision on which side, or combination of sides, to take.

The US should focus on negotiating a cease fire. Not invading, bombing or arming anyone.

unless there is a clear plan to get in and get out.

We're not going to win hearts and minds in that area in the near future, or make it safe for a gas pipeline.

Unfortunately, dictators killing their own people is how dictators stay in power. Usually it comes in the form of midnight arrests by the secret police, then torture and execution. Sometimes the killing comes out in the open like Assad's father in 1982 when an estimated 10,000 were killed in Hama when people rebelled against the dictator.
