From what someone from the town hall meeting 4 years ago said Gallup asks three questions to pick people for the debate.

1) Who are you going to vote for.

2) Do you think you could possibly change your mind about who you're voting for before election day?

3) Would you like to attend a presidential town hall debate?

If you say "Yes maybe" to question 2, and yes to question 3, then you get invited to the debate.
