(1,352 posts)... nobody can officially 'win' Iowa until the state-level convention is held. Today was county-level. Until the state delegates are counted officially, any damn thing could happen...

(26,117 posts)Caucus delegates then go to their county convention (like the one in Polk County), followed by a District convention, topped off with the State convention.
At each step, the delegate count is narrowed down, with the final delegates from State selected to go to the National convention. I think people can campaign to be chosen, too, iirc.
At some point in the 1970s, a candidate (McGovern, maybe?) decided to use the caucus results as a favorable result for his campaign - prior to that, the caucus was just a party business meeting for each precinct to choose committee members, write platform contributions, etc.
