Some people believe hillary did not call black children super predators... here's why they're wrong:

As with most things, context matters, and should be considered.

First, we need to understand the definition of the term "super predator". For that, we need to look to the person who coined the term... in this case: John J. DiIulio, Jr.

Here's part of an article from John, including a pretty offensive title and:

While his explanation does include white males as a fraction of the equation, the disproportionate inference is that super predators are dominantly young black males. Or more specifically juvenile black males.

This has the natural effect of causing a fear reaction... making the term a powerful pejorative toward young black males.

Going back to Hillary's statement... perhaps she didn't understand the racial implications of using such a word. I, for one, don't really believe that. She's quite intelligent... more than intelligent enough to understand the implications. Add to that, she was working toward building up the prison industry (notably, one of her campaign contributors).

I do think, were she to unequivocally apologize for it's use, it might go a long way to deflating the negative impact of its use. However, I don't foresee a forthcoming apology from her, that isn't half-hearted, quickly dispensed or couched in some other off-handed, dismissive, non-apologetic way.

In the law a juvenile is defined as a person who is not old enough to be held responsible for criminal acts. In most states and on the federal level, this age threshold is set at 18 years. In Wyoming a juvenile is a person under the age of 19.
