I think the better approach is to say "Since Mister Ryan didn't feel he had the time to explain his budget to CBS news, I'll use some of my time to explain it for you ..."

Since Mister Ryan didn't have time to explain his budget to CBS -- that would be the budget he proposed as a congressman -- I'll explain it to you...
