Feb 2016

"Police departments are run by local departments. Federal government can play a major role. So what we have got to do is make it clear throughout this country that if a police officer breaks the law, like any other public official, that police officer will be held accountable."

Did he say something else I may have missed?

Making it clear that a police officer will be held accountable doesn't do much since, as he noted, police departments are run by local government. The Federal government's role is very limited. It can, occasionally, prosecute for a violation of civil rights, but such cases are rarely brought, not only because of a lack of resources (there's no way that DOJ can go around the country prosecuting every police brutality case) but because the standard is so limited, such cases are difficult to bring and even more difficult to win.
