Making it clear that a police officer will be held accountable doesn't do much since, as he noted, police departments are run by local government. The Federal government's role is very limited. It can, occasionally, prosecute for a violation of civil rights, but such cases are rarely brought, not only because of a lack of resources (there's no way that DOJ can go around the country prosecuting every police brutality case) but because the standard is so limited, such cases are difficult to bring and even more difficult to win.

(28,627 posts)also FYI you get long wait lines in the US for healthcare. My husband had to wait 8 weeks for radiation treatment and we didn't know whether his HMO would cover it. In the US many procedures are done to make money and not necessary.
