C-Span's side by side provides better perspective.

Having the cameraman on the networks decide when and how long to pan on someone is biased.

Side by side it takes the cameraman's or producer from deciding when and for how long which camera is shown.

wider and deeper to see what their hands might be doing. Meaning if they were turning pages when they weren't suppose to have notes.
