Republicans want to unfund government and let it fail just like it did with FEMA. Bush stripped FEMA funding and it couldn't respond quick enough to Katrina.

It takes in massive sums of revenue and then disburses it to society in small targeted amounts. If you're against trickle down government, you must be an extremist libertarian who doesn't even believe in public streets or public armies.
