Bernie Sanders is raising enough money to compete in donations which average $27. How does that show we need public financing of elections?

Hillary Clinton has gotten multi-million dollar donations to her Super PAC. She says, "anybody who knows me knows you can't buy me." So why does she think we need public financing of elections?
