I'm not clear on how delegates are allocated – is it one per precinct?

I'm not clear on how delegates are allocated – is it one per precinct?

If there were 6 coin tosses and they'd gone the other way, Bernie would have been up 24 delgates to Hillary's 19?

Or what is the relationship between the "Vote" percentage totals and the delegate counts?

(I think I understand the Dem. caucus process, just not how the results are counted toward votes and delegates.)

Will delegates in other states be allocated based on a strict, proportional-to-total-vote basis?

I'm interested in Iowa and the other states. I'd appreciate if anyone can point me to the rules (I googled but found nothing that went into this kind of detail).
