that is the numbers collected and assembled statewide. You couldn't recount the individual votes at each local caucus.

The caucus is run by the parties, not by the state government. There are no applicable laws.

the state is not winner-take-all.

Once the people leave the room/building and go home, there's nothing to "recount".

This is an issue.
After the final vote by body count, a ballot should be taken. Also, every candidate should have people there watching and counting.
