Who wins the Iowa caucus? Is it votes or delegates?

As I write this, Clinton is slightly ahead in votes (49.9% to 49.4%, with 88% of the results in), but Bernie is slightly ahead in delegates won, 20 vs. 19 (and delegates are what actually matter in terms of getting the nomination). If the two don't match, who do you think gets bragging rights as having actually won?
