What is the MSNBC question about Bernie Sanders military "correspondents"?

I don't understand what they're talking about.

"The VA is so fucked up" went out on MSNBC.

Bernie supporters were attempting to convince undecideds and O'Malley (and maybe Hill's too) supporters to move to Bernie's group.

There was a very brief explanation, something about Obama making space for foreign and would Bernie do that too...Something like that. Pretty obscure issue
