the woman to complain.

She has to answer the initial question of whether or not it's worthwhile to complain, or react at all to a little finger or grab when the abuser may be capable of escalating the attack. Then she has to deal with the police, or other authorities, many of whom will be on the abuser's side, and the general attitudes of the people around her. This all leads to a series of choices she must make, many of them ending in "Fuck it, I'm really OK and not that hurt."
