And they think they'd be able to sample them in orbit around it, rather than having to land (so no drilling, and also no potential contamination of Europa)
I think some people got a bit over-excited, and assumed it would be more unexpected or definitive. Some people guessed what it was, or were told unofficially, so it was more or less known before the official announcement.
