From the Cleveland Dispatch:

Who doesn't have to buy insurance?

• American Indians, prisoners and undocumented immigrants.

• Some religious groups. Those that have historically been exempt from the Social Security system, such as the Old Order Amish, are one example. Religious groups whose members pay for one another's health care instead of buying insurance are also exempt.

• Those whose family income is so low they don't have to file a tax return. Those numbers vary depending on several factors, including how old you are, whether you're married and whether you're the head of your household.

• Those who earn so little that health insurance premiums, after federal subsidies and employer contributions, would total more than 8 percent of their income.

• Those who already have insurance through Medicaid, Medicare, an employer or veteran's health program.

Government employees (and retirees, like me) HAVE health insurance, and if we didn't, I assume, we'd all be subject to the 'mandate.' I may be wrong about elected officials.

The irony: Congress is treated as a unique entity, not because it is exempted from the Affordable Care Act, but because it is the only large employer forced onto its Exchanges.

If you wander down to where it says, "an exemption", you'll find this:

‘An exception’

Did the administration's decision constitute an "exception" to Obamacare?

Here's what the law said:

"Notwithstanding any other provision of law … the only health plans that the Federal Government may make available to Members of Congress and congressional staff with respect to their service as a Member of Congress or congressional staff shall be health plans that are — (I) created under this Act (or an amendment made by this Act); or (II) offered through an Exchange established under this Act (or an amendment made by this Act)."

All it did was require lawmakers to use new marketplaces. They're doing that.

Lots of links to follow, etc. I know I saw the claim that the POTUS was exempt debunked, somewhere, but I can't find it, right now. I'm super swamped at work and just ran into your link on a break.

The federal govt. has been contributing $5,000 to $12,000 to each employee's cost for insurance and the OMB figured out a way for these employer contributions to continue with the exchanges. The GOP is throwing its staff members under the bus by in effect demanding that these staff members take a pay cut by giving up their employer contributions.

These are the "telling" ones, that immediately raise suspicion.
Exempt are Scientologists, Christian Scientists and Muslims.
Non-exempt are Baptists, Catholics, Lutherans, Jews, You.

How do they know what religion "you" are?

Here are some links, eta snopes at the end and fix formatting.

Members of certain religious sects. Also sometimes called the "religious conscience" exemption, these religious sects must be recognized by the Social Security Administration as being "conscientiously opposed to accepting any insurance benefits," the IRS explains. As described in Section 1402 of the tax code, these sects must have been in existence since at least December 31, 1950.

Members of a health care sharing ministry. Qualified nonprofit health care sharing ministries must meet the tax code's definition of such a group, and must have been in existence since at least December 31, 1999.

Incarcerated individuals. This includes people in jail, prison, and other penal institutions.

Individuals who are not lawfully present. This means anyone who is not a U.S. citizen or national.

There are several exemptions under Obamacare, but Congress members aren’t on the list:

Individuals who cannot afford coverage.
Individuals with household income below the filing threshold.
Members of federally recognized Indian tribes.
Individuals who experience a hardship.
Individuals who experience a short coverage gap.
Members of certain religious sects.
Members of a health care sharing ministry.
Incarcerated individuals.
Individuals who are not lawfully present.

The law treats the president and the rest of the executive branch the same way it treats anyone else covered by a group health plan that was in place before the Affordable Care Act was enacted. Such plans are exempted from some of the law's requirements, but they do have to eliminate their caps on lifetime payouts and, by next year, their annual benefit caps.

For lawmakers and their aides, the act goes an important step further: It requires them to buy insurance through the new state exchanges.

In other words, it kicks them out of the federal employee health plan.

http://www.usatoday.com/story/news/politics/2013/09/27/is-congress-exempt-from-obamacare/2883635/
Of all the arguments against the Affordable Care Act that congressional Republicans are mustering in the debate over the spending bill, one hits closest to home. Congress, they say, is exempt from the very law that applies to everyone else.

The truth: Members of Congress are treated differently under Obamacare, but they're not exempt. In fact, by forcing them to purchase health insurance through publicly run exchanges, they're impacted more by that key provision than similar employees in private sector — or even in government.

But members of Congress will also be able to purchase their insurance under terms that are more favorable than other employees — in government or in business — who have access to employer-provided health care.

No congressional Obamacare exemptions
By Rep. Bill Cassidy (R-La.), M.D. - 09/30/13 09:00 AM ET

As Obamacare officially begins, Americans are becoming increasingly aware of its negative impacts on our lives. Ironically, the people who pushed this law the hardest have now exempted members of Congress and their staff from Obamacare. This is wrong. That’s why I am working alongside Sen. David Vitter (R-la.) and House colleagues to include an amendment to any government spending package (The James Madison Congressional Accountability Act) which would ensure that members of Congress don’t get taxpayer funded subsidies to pay for their health care. Louisiana families are not getting special breaks from this law and neither should Congress.
Currently, members of Congress and their staff receive health care coverage through the Federal Employee Health Benefits Plan (FEHBP). The FEHBP allows individuals to choose from a set of options to pick the health plan that is right for them. As with any employer-based health plan, the federal government (the employer) can contribute to the health care premium of the employee and the contributions are not included in taxes.

However, Section 1312 of Obamacare requires that all members of Congress and congressional staff must either get their health care coverage from a health plan created by Obamacare or through an Obamacare exchange. Obamacare exchanges do not allow tax-exempt employer contributions to health care premiums. The only subsidies available to individuals on Obamacare are the premium tax credits for individuals who are under 400 percent of the federal poverty line (about $46,000 per year). The idea was, if Congress is going to write a law that forces tens of thousands of Americans on Obamacare through the individual mandate, Congress should be prepared to share in that experience.

REFUSE TO ENROLL IN OBAMACARE AS IF IT IS THE MARK OF THE BEAST!!!

OBAMACARE IS NOT A LEGAL LAW!!! DO NOT BE FOOLED! DO NOT SIGN-UP TO PARTICIPATE. THE ONLY WAY THIS CAN BE YOUR OBLIGATION IS IF YOU SIGN-UP!

THIS MUST GO VIRAL TO EVERY AMERICAN , HERE IS THE TRUTH OF THE SUPREME COURT ABOUT OBAMA CARE...PASS IT ALONG AND KEEP A COPY OF THIS FOR YOURSELF

People of The USA .We are being played as fools. Chief Justice Roberts did not say obamacare was constitutional..read his RULING ..

He said that the mandate was NOT Constitutional and that the ONLY WAY THAT the federal government could enforce obamacare is to enforce it as a tax....

WELL, here is where the obamacare mandate is unconstitutional.. when Justice Roberts made that ruling THE AHCA should have went BACK to congress and should have been VOTED ON BY EACH MEMBER OF CONGRESS AS A TAX .. IT WAS NOT ..

The House did not pass obamacare as a tax.. they said that it was NOT a tax..

The Obama Lawyers argued their case saying it was not a TAX... Roberts contorted his logic like a cheap soggy pretzel and called it a TAX.

So DO NOT BE FOOLS PEOPLE .. OBAMACARE IS ILLEGAL ..

BECAUSE OBAMACARE/THE AHCA Originated in the SENATE and a Tax cannot originate in the Senate..

THEN.....OBAMA has unlawfully changed the law by giving exemptions and waivers to Corporations, Big Business and Labor.. HE HAS NO LEGAL STANDING TO DO THIS!!

He is an Alinskiite Radical revolutionary and his lap dogs in the Main Stream media Knows the Alinski rules and is REPEATING THE LIE over and over and over again so it becomes the new reality..

JUST BECAUSE YOU HEAR SOMETHING ON THE NEWS DOES NOT MAKE IT ACCURATE.. They are trying so hard to make us all believe that Obamacare is legal BUT IT IS NOT LEGAL!!

Lets work on taking the IRS to court if THEY try to garnish your bank account when you OPT-OUT. Go to (generation opportunity.org) AND (cchfreedom.org)

There will be a chance for class action law suits against the Federal Government but we cannot take them to court until they try to tax us for not having health insurance.

REMEMBER, If you Voluntarily sign-up for this program, you are signing that you will accept it as an OBLIGATION and as LAW that you will be held CONTRACTALLY. If you REFUSE to enlist, IT IS NOT A CONSTITUTIONAL ENFORCABLE MANDATE!!!!
