some of the criteria used in determining the "best" fans included attendance and merchandise sales. The main problem I see with this is that not every fan has the money to attend every single home game. It normally costs almost $100 just for one ticket. As far as merchandise goes, there are people who buy jerseys, caps, etc. solely as a fashion statement, not necessarily because they're fans of the team. Being a good fan doesn't necessarily mean showing up at all the games or spending your entire paycheck on trinkets at your local team shop.
There are also a number of teams in the top 10 that have had winning seasons in recent years. As teams win, the amount of support they have almost always goes up, and they create more buzz on both traditional media and social media. It goes without saying, but many people like to follow a winner.
