The gist of the article is that many of the guns smuggled into Mexico from the U.S. don't go to the cartels, but instead go to a black market where ordinary Joses buy them to protect their homes and families. It is an open secret that most homes have illegal guns. In Mexico it is illegal to have a pistol above .380 and the police rarely issue a permit for above a .22LR. There is only one gun store in Mexico, owned by the Army in Mexico City.
Guns are basically outlawed in Mexico, and the outlaws (cartels) certainly have plenty of guns.

Well, the honest citizens of Mexico certainly aren't going to let that happen, they're going to acquire firearms for self defense any way they can and good for them, they shouldn't be at the mercy of those murderous thugs who very rarely show any mercy.

Using a firearm is like any other tool, success comes with practice. Without practice, the results can be much less desirable.
