All guns are always loaded.
Never let the muzzle cover anything you are not willing to destroy.
Keep your finger off the trigger until your sights are on the target.
Be sure of your target and what is beyond it.

—Jeff Cooper[1]

After that sterling effort at reporting and commentary, I'm sure you will follow the story and let us know if the shooter will face charges. My money's on jail.

he broke at lease two basic rules of gun control.

I think he should be charged like any DUI death would be charged.

Do you have any remedies for this kind of action beyond the rule the vast majority of hunters/shooters abide by:

Be sure of your target and know what lies beyond?

What proposals do you have that would FURTHER reduce the number of hunting (I guess this would qualify as hunting) accidents which have been going down for many years, now? Do you have any model legislation? Who would it apply to? (For example, wearing hunter orange has been required for years, and has been credited for helping to make hunting safer.) Currently, hunters are required to wear the color, but not those who are in the same area as hunters and NOT hunting.

Here are incidents worth discussing:

I regularly hunt the Granger Wildlife Management Area north of Austin, TX. I am required to wear hunter orange when hunting squirrels, feral hogs, and rabbits (exceptions are for migratory game birds in this WMA), and was doing so one day. I encountered a group of kids playing paintball "combat" in the river bottom. They were NOT required to wear hunter orange (in fact, they were wearing full camo), and I was; but they were more in harm's way than I. Similarly, I was scouting for a future deer hunt in the Balcones Canyonlands Wildlife Refuge (federal, again near Austin), and encountered a group of 20 Sierra Club members. Again, I was wearing hunter orange (even though I was prohibited from carrying a gun, even on a scouting trip), and they were not required to wear same. Does this make sense?

You can go murder animals to your hearts content with bows and arrows.

or is it OK if other people murder the animals you eat?

Preferring organic, humanly killed deer over supporting the disgustingly barbaric feedlot/meat packing industry is not murder.

bow and arrow?

Bows and arrows went mainly out of use because a better tool was invented to hunt animals, the gun. Some people still use bows to hunt but it takes a higher degree of skill to hunt with a bow rather than a gun. Also it is very difficult to attain a perfectly clean kill with a bow, not impossible, but much, much harder. You have to know the animals anatomy and be able to hit in in the heart with a arrow, not an easy task. Many animals harvested with arrows run after they get hit prolonging the animals suffering, this can happen to with a gun, but it is far easier to attain a clean kill (animal shot and drops on the spot) with a rifle than a bow. I'd rather go the route to see as little pain and suffering visited upon the animals that I eat to sustain me.

Putting aside the fact that humans are animals, the very definition of murder is the unlawful killing, with malice aforethought, of another human being. Given that, how does one murder something that isn't human to begin with?

Have you ever seen an animal harvested with arrow?

After hit they typically run away to do a slow death by loss of blood.

With good shot placement a bullet can turn the lights off an animal instantly.
