U.S. appeals court blocks D.C. law restricting gun rights

(Reuters) - A U.S. appeals court on Tuesday blocked a regulation in Washington, D.C., that limited the right to carry a handgun in public to people with a good reason for self-defense, handing a victory to gun rights advocates.

The U.S. Court of Appeals for the District of Columbia Circuit's 2-1 ruling struck down the local government's third major attempt in 40 years to limit handgun rights in the U.S capital. The decision cited what it said was scant but clear guidance from the U.S. Supreme Court on the right to bear arms.

The District of Columbia may appeal the three-judge panel's ruling to the full appeals court, potentially a more favorable audience as seven of its 11 members were appointed by Democratic presidents. The three judges in Tuesday's ruling are Republican appointees.

Mayor Muriel Bowser did not say whether the city would appeal but noted in a statement that similar laws with concealed-carry requirements were in effect in some states.

I don't think it will be a problem. All those illegal guns that that being carried concealed are what you should be scare of.

Conceal carry has been common for a long time. Time to stop with the moral panic - there is no evidence that it is a public danger.

Outside of the familiar government buildings are residential areas with high rates of crime.

Besides, a surface-to-air missile battery or an Army quick-reaction battalion isn't going to stop a mugger.

A pro-"control" advocate believes civilian guns will never deter domestic tyranny because our government has spent trillions developing satellite death rays and hellfire armed UAVs which will decimate any resistance to government domination. Clearly all the well staffed and highly armed and trained minions across DC can handle muggers.

Maybe it's a paradox that civilian gun ownership and carry won't stop a mugger or rapist, won't prevent government tyranny but is a seriously threat to something.

Now there's a thinker to ponder.

After all, the US+NATO+various other allies, all having advanced arms and unquestioned air superiority
have had over a decade to do the job, and have also supplied billions in military aid to the Afghani government.

DC doesn't quite make the top ten for 2014, with 1202 violcrime & 24 murder rates (albeit possibly a year or 2 off comparison since different sources, wiki fails to provide aspect year), but at least 7 PRO GUN cities have higher violent crime rates than DC, and lookit gun control New York City with the 'admirable' low rate for cities > 250k.

An old observation that the odds of closely encountering a crime scene past or present was inevitable in any direction you chose to take, as you exited the DC govt quarter.
Georgetown, NW = northwest DC, is pretty safe, while NE, SE, & SW aren't.
DC is kind of a special case, being the nation's capital full of intrigue & a cavalier approach to money. What's the others excuses?

I didn't say DC was the worst, I said it was relatively hefty, and the numbers seem to bear it out.



40 years ago the murder rate was over twice as high as it is now, but NYC was something like 5 or six times what it is now.

It's not just guns; there's an array of social, societal, economic, and environmental reasons besides the hardware issue.

Warring drug gangs will, by and large, fight and kill each other; thus the murder rate in a city may be driven by a violent subset of career criminals. This would not necessarily reflect on how widespread LEGAL gun ownership affects a city, but more on the choice to outlaw certain drugs and force the business to go underground.

That explains it.

Reminds me of approx 2007/08, when DC was the catalyst in appealing the heller decision to the supreme court, which of course backfired for the entire country as scalia altered the 2ndA into revisionist history with the individual rkba ruling.
But, still she'would not be appealing to supreme court, yet, so I say go for it, RUN BOWSER RUN!

I find it highly amusing that many of the recent gun rights victories are a direct result of Washington DC's crazy extreme gun control that they cannot defend in court!
