HARTFORD, Conn. (AP) - An advisory panel charged with looking at public safety in the wake of the deadly Newtown school shooting agreed Friday to include in its final report a recommendation to ban the sale and possession of any gun that can fire more than 10 rounds without reloading.
The Sandy Hook Advisory Commission, created by Connecticut Gov. Dannel P. Malloy in the wake of the 2012 school shooting, plans to complete its work next month. The report will include dozens of recommendations in three categories: law enforcement and emergency response; safe school design and operation; and mental health and wellness.
In its interim report last March, the commission included the proposed gun ban, which is opposed by the gun lobby and manufacturers. It would go much further than a 2013 Connecticut law which, among other things, expanded the state's assault weapons ban and barred the possession and sale of large-capacity ammunition magazines.
"Whether or not this law would stand the test of constitutionality is not for this commission to decide," said former Hartford Police Chief Bernard Sullivan, a member of the panel. "The commission has expressed very strongly that this is a statement that is needed regarding the lethality of weapons."

This AP article was published in the print edition of the New London Day, but wasn't available on the website. This proposal would ban 3 Million of the 3.5 million firearms in Conn since nearly all handguns and many bolt action firearms are magazine fed.

(6,625 posts)Taken literally, a "gun that can fire more than 10 rounds without reloading" means any gun that can take a detachable magazine, since magazines of virtually any capacity can be manufactured.
That means banning all semi-auto handguns, all centerfire semi-auto rifles, all bolt-action and semi-auto rimfire rifles (.22s, for the laity) except those with tubular magazines holding 10 rounds or fewer, and a number of lever and pump-action rifles as well.
What does it leave? Single-shot break-barrel rifles, of which there are only a handful on the market; fixed-magazine rifles with a capacity of 10 or fewer -- in other words, deer rifles; most shotguns; and revolvers. We're talking about the firearms technology of the late 19th century.
This is on the heels of a 10-round magazine capacity limit and universal background checks. And we're told that the slippery slope is just "gunner paranoia."

(5,455 posts)The hearing was December 9th, with a ruling expected in 3-6 months. Both the NY "SAFE" Act and the CT ban were heard at the same time.
If the 2nd Circuit Court of Appeals strikes down both laws, do one or both of the states appeal and risk a ruling that would restrict even further what the states can and can not regulate? If the 2nd Circuit Court of Appeals upholds the two laws, the civil right gun groups that sued in the first place have already stated that they would appeal to the US Supreme Court and SCOTUS would likely hear the case since such a ruling would conflict with rulings by other Circuit Court of Appeals in other regions.
Keep in mind that Illinois chose NOT to appeal the court decision that ruled Illinois had to allow CCW statewide.
