Gov. Brown (CA) vetoed the semi-auto rifle ban; signed lead ammo while hunting ban,

and several other gun control laws...

SACRAMENTO -- Gov. Jerry Brown vetoed gun-control bills Friday -- including a controversial effort to deem all semi-automatic rifles with detachable magazines as illegal assault weapons -- but signed many more gun bills, including a controversial ban on using lead ammunition in hunting.

The governor also nixed efforts to let Oakland draft its own, stricter gun regulations and to give San Francisco and San Mateo County supervisors authority to ban gun shows from the Cow Palace.

Brown vetoed SB374 by Senate President Pro Tem Darrell Steinberg, D-Sacramento, which would have added all semi-automatic rifles with detachable magazines to the state's list of banned assault weapons.

Among other bills Brown signed Friday were SB683 by Sen. Marty Block, D-San Diego, to require long-gun buyers to earn safety certificates like those already required of handgun buyers; AB48 by Assemblywoman Nancy Skinner, D-Berkeley, to ban conversion kits that allow people to turn regular magazines into high-capacity magazines; AB231 by Assemblyman Phil Ting, D-San Francisco, which makes it a crime to leave a loaded firearm somewhere a child is likely to be able to get it without permission; and AB1131 by Skinner, to extend from six months to five years the prohibition from owning firearms for those who have described a credible violent threat to a psychotherapist.

Good news on SB 374, anyway, and I support the expansion of the safety-certificate requirement...

1. SB374 was batshit crazy. It's scary what people are willing to pass without knowing a goddam thing.

With this news, I'm glad we don't have to have a fight on DU about whether or not recall efforts would be justified.

bill nor the background checks for ammo sales made it out of the Legislature. All in all, I'd say it was a reasonably good 2A day in California.

The other particularly good veto was AB 180 - preventing Oakland from enacting its own - more restrictive - firearms policies.

is a good example if how one prohibition is used to cantilever punishment connected to another prohibition.

The shift to "non toxic" bullets and shot-shells has been under way for some time, and on the whole I support this measure. Though I haven't seen the particulars, the measure about safe storage away from children seems positive.

There will be boost in the pay of firearms instructors with the inclusion of long guns!

How does CA stand with regard to carry laws?

prohibited. And we're still a generally restrictive may-issue state, unfortunately. Outside of a lawsuit, I don't see much chance of a change on that front.

I haven't read the storage laws yet, but the basic concept is good. There was one about children, but the law also expanded to cover storage for people who reside where a prohibited person (e.g. adult roommate) might gain access. That one might be a bit more controversial, but still IMO a good concept.

I don't know about instructors making more, but it may help gun shops (and anyone else) that administer the test. The safety certificate is a nice start, but no one should really require training to pass it - if common sense isn't enough, all you really need to do is read the booklet with a modicum of attention...

It seems like the CA law read that it was a violation if a gun were accessible to a ten year old, but not a violation if it were accessible to your wife beating BIL who moved in after doing 2 years for assault. That's even more stupid than classifying target pistols used in the Olympics as "assault weapons".

Partly because the CO bills were written by out of state lobbyists, which doesn't go over well in the Mt West. I'm not sure that is the case in California. Another is Brown is a gun owner himself and isn't a prohibitionist. That isn't to say he is at the other extreme like Chris Cox who thinks NFA should be repealed. He is among the silent majority.

from the NRA on SB 374, but I'd be surprised if the CO recalls played into Brown's thinking. His vetoes seem pretty thoughtful, and he has never struck me as a governor who would back off from political threats like that...

He probably felt the rifle ban didn't go far enough. I have a feeling he's holding out for banning all rifles with triggers.
