Although truly, not many serious hunters would bother with it... but that doesn't negate the fact that the OP posted a falsehood meant to cause fear.

that they only held 3 rounds and could not be easily returned to their regular operation.

And I suspect you could only have one magazine.

I wouldn't want to push my luck leaving myself to the subjective interpretation by a game warden in the field.

The three round limit merely means that the firearm can't have the capability of carrying more than 3 rounds while you're hunting. I used to regularly hunt with shotguns capable of carrying more than 3 shells. You simply had to dowel the tube to make sure that it was limited to 3 in the field.

I've never owned a Saiga 12, but I know that there are companies that make cheap magazine inserts for them to make them legal for hunters in all 50 states. I wouldn't be surprised if there were companies that simply made 3 shell magazines for them as well.

I don't have to demonstrate a need for it. All I have to do is have the money to buy and the desire. You don't like freedom very much do you?

BTW - I would like to buy one of those in .410 bore with a 20 round magazine, three inch chamber. Load it with 000 buckshot (five balls of .35 caliber) and it would great for my wife to use for home defense.

Then come home and insert the drum and use it as a home defense firearm.

Or

Take it out and try and shoot skeet down on the farm if you want.

Or

Just shoot melons with it.

Or

Just keep it because it's your right.

If used properly for self defense.

Remember the three types of firearms. Self defense, Hunting, Target/Competition

When used properly none were designed to take human life.
