I think it's the pancake batter squeezed through the thingy. it would be crispy I think it does look

To me, it looks like funnel cakes cooked on a griddle instead of being fried in oil

. . . drizzled onto a pan in strings so that it looked like spaghetti. It did look like fun and hey, maybe it takes away the stress of making properly rounded pancakes. (Okay, perhaps not everyone else stresses about that, but I do.)
Speaking of misnamed things, I've seen ads and stories and Youtube videos touting the deliciousness of "clear cakes". Those are not cakes! It's a form of gelatin. Maybe it tastes good, maybe it can be added to cake to make a clever-looking dessert, but it's not cake.
