It's a video of a half-naked man attempting to influence voters by kissing statues, wiggling his ass, affecting an exaggerated lisp, and basically caricaturing gay people. It's the LGBT equivalent of a blackface buffoon routine. At 0:10, what I really hear him saying is "Oh, lawdy, I shaw do lub de gays!"
