An Israeli Defense Ministry spokesman played down the move. He said a "low-level" planning committee approved the project Wednesday. He says the plan would require "multiple stages of authorizations," including approval by top leaders, that would take years.
Nonetheless, its timing could raise tensions as Israel's prime minister prepares to head to the White House in early March.
