Ukraine President Petro Poroshenko said the former British Prime Minister was the right man to "share his experience of public administration" with Kiev.
Fears are rising that a peace agreement between Ukraine and pro-Russian rebels could break down resulting in a new wave of bloody fighting.
Mr Blair's new role would add further strain on Britain's fraught relationship with Russia.
The Ukraine government said in an official statement: "The president has invited Tony Blair to share his experience of public administration within the framework of the International Advisory Reform Council to the President of Ukraine."

(90,061 posts)The former British Prime Minister attended the St Petersburg Economic Forum yesterday where he advised business people on improving efficiency.
But on Wednesday, Ukraine President Petro Poroshenko met with Mr Blair and asked for his help in the ongoing conflict with Russia to "share his experience of public administration".
At the same meeting Mr Poroshenko hit out at Moscow, accusing Russia of "flagrant violations" of international law.
A statement released by Kiev said: "Tony Blair expressed firm support for Ukraine, its independence, sovereignty and territorial integrity. 'You are now facing great challenges in the spheres of security and reforms,' he said."

(10,575 posts)Tony Blair will never discuss speculation over his relationship with Rupert Murdochs ex-wife, Wendi Deng.
The former Prime Minister reacted angrily when asked about the issue in an interview with the Economist, banging his coffee cup so loudly into its saucer that it spills and everyone in the room jumps. Blair has always denied having an affair with Ms Deng and there is nothing to suggest that he did.
He denied any impropriety relating to Deng, from whom Murdoch filed divorce in November 2013 after 14 years of marriage. Blair - who is married to barrister Cherie Blair - said that the nature of the relationship is not something I will ever talk about. I havent and I wont.
The magazine continued, But did he find himself in a tangle over his friendship with Ms Deng? A large, dark pool of sweat has suddenly appeared under his armpit, spreading across an expensive blue shirt.
Blair is godfather to one of the former couples daughters, but Murdoch has since ended his friendship with him. The News Corporation boss said earlier this year that he was shocked to read his diary extracts from his then wife, in which she wrote she had developed warm feelings for Blair, comparable to a crush.
