Senator Kay Bailey Hutchison wanted to deregulate these experiments for private companies
But typically the program in TX. is being spun as a 'life saving' rather than life threatening
program.
Many western states have no regulation or very little. The sky is the blank canvas for private
companies to paint on. Designer weather.

the flux of energy so that after the storm passes all is healed.
