This chemical is used to process coal before it is shipped out to end users. I have seen it described as a cleaning agent used on the raw coal in the coal processing plants (a tipple).

The question I have is what happens to this chemical after it has been used to "clean" the coal? Is it not just more or less just dumped into the environment?

It looked to me as if the only thing that made the spill special is that it was a large amount in one place instead of spread over a wider area in its intended use. What about all of the stream and aquifers near theses processing plants?
