Ness said the order would start the process to obtain federal aid. Gov. Mark Dayton said he would travel to Duluth on Thursday to discuss how the state can help.

The entire state of MN has been getting slammed the past week with torrential downpours. We had over 12" of rainfall in ONE week. Our sump pump is running flat-out and still can't stop our basement from flooding, ugh.
