Having A Climate Minister In The Cabinet Would Be "An Irritant", Boris Johnson Is Warned

Boris Johnson should steer clear of appointing a climate change Cabinet minister in a looming government overhaul because he risks creating an “irritant” in Whitehall, former energy minister Lord Barker has said.

The Government has committed to achieving net zero carbon emissions by 2050 and the theme has dominated last week’s World Economic Forum in Davos.

But the issue has not been formally represented at the Cabinet table since 2016, when Theresa May merged the former Department for Energy and Climate Change into the business, innovation and skills portfolio.

The peer, now the executive chairman of Russian aluminium and energy firm EN+, said he was “sorry to see” his old department merged into the current Department for Business Energy Innovation And Skills, stressing that the climate portfolio "needs to be at the centre of government, not at the far end of a Whitehall department."
