The economist Víctor Álvarez said that the dismissal is because Vargas did not complete the implementation of the petroleum in the six months he was in charge of the Superintendence.

"The measure is a revelation that the objectives, goals and expectations of obtaining 5 billion dollars of petro were not met, a matter that practically disappeared from the official discourse," he said.

He added that the Executive made many mistakes with the petro. "In order to capture the trust of the investors, the original sin must be corrected and the Constitution and the Hydrocarbons Law must be complied with, and approved by the National Assembly."

Maduro ensured the world that the PETRO had sold nearly a half billion dollars in shares during its first pre-offering, and more than $5 billion in its ICO. The problem is, nobody but Maduro has seen the sales, as you cannot buy them from anybody except the Chavistas, who are not exactly known for their honesty. Nothing anywhere. Not even the Russians (who are helping market the PETRO) are buying into the farce.
