Explaining impunity at the UN (Venezuela)

Extrajudicial executions by the police and the military recorded an increase in 2014, as highlighted by the alternative report of the NGOs.

For the January-December 2013 period, Cofavic reported 802 cases of alleged extrajudicial executions in 23 states, while for the January-December 2014 period 1,018 cases were recorded in 24 states, with particularly striking figures in the third quarter of 2014 (334 recorded cases). This accounts for a 34.28% increase of alleged extrajudicial executions as compared with the preceding period.

Torture and cruel, inhuman or degrading treatment

A significant number of cases of torture, cruel, inhuman or degrading treatment occurred in Venezuela in the context of the repression of public demonstrations in the years 2013 and 2014. The two days following the 2013 presidential election were marked by protests in several cities, resulting in approximately 70 alleged victims of these types of crimes in the states of Lara, Carabobo and Barinas, mostly young people between the ages of eighteen and twenty-five.

Armed groups

Actions of armed groups were reported in the events of 2014, particularly attacks on homes in urban areas of Barquisimeto, Caracas, Maracaibo and Táchira, where state security forces acted along civilian armed groups.

They ended up becoming the biggest losers of the whole session. The other non-governmental delegations that came exposed every little lie the Ortega Diaz and her colleagues were trying to pass off as truth.
