Government of Ecuador Can Sue Fugitive Bankers in U.S.

The government of Ecuador has the right to sue a pair of fugitive bankers in courts in the United States to recover millions of dollars that the government accuses the men of having embezzled, a Florida appellate court ruled on Wednesday. The bankers, Roberto and William Isaias, brothers who live in Coral Gables, Fla., have been convicted of embezzling $600 million from Filanbanco, a bank they owned in their native Ecuador. The Ecuadorean government sued them in a Miami court to recover a portion of the $200 million the government claims it is still owed. Last year, a state judge in Miami ruled in favor of the brothers, saying that international law did not allow Ecuador to seize properties in Florida. The Third District Court of Appeal overturned that verdict, ruling that the government was trying to recover funds, not seize property.
