They're not talking about any other nation. They're not saying anything about the US that implies either supporting them or antagonizing them. They're only talking about how torture is an abhorrent thing that is happening in Venezuela under the current regime's nose (wouldn't be surprised if some of the actual torturing is ordered by government officials), which they have every right to do, coming from there and all.
