Democratic method.
Each congressional district is proportional.
Statewide is proportional.
Unless Sanders gets over 85% of the votes in any of the districts he can't get all of the delegates. Same at state level.

(51,084 posts)The Democrats allocate delegates based on Democratic turnout in those districts? District 2 has 11 delegates and 4 has 10. While the other districts have 5 to 7 each. District 2 includes Madison and 4 is the Milwaukee area.
The Democratic method gives more weight to districts and states that have higher turnout for the Democratic President. It is averaged over a 3 election cycle. So even though Texas has more residents than New York it has fewer delegates than New York.

(51,084 posts)I think all they have to do is just plug in the numbers and it will calculate the delegates. First by eliminating any candidate that doesn't meet the 15% threshold such as O'Malley and then using in this case just Clinton's and Sanders' votes. Roundup and round down is simple calculation.

If we need any encouragement, its important to remember that we came through tonight a little disappointed but not much worse for wear. Sanders fell so far short of what he needed that he is in worse shape than ever going into the big contests where he is not favored to win. He needed ridiculously HUGE numbers and his showing tonight was an epic FAIL. At best it was a wobbly finish that puts him virtually no closer to what he needs in the delegate math. His campaign isn't just in trouble, it is dead in the water. For all of his splashing, he isn't getting anywhere and he and his advisors know it. Sadly, it will probably encourage his poor followers to give him more money. He needed a massive blowout and all he got was a weak, tepid, paltry, needed-waaayy-more-than-that, even-the indies-can't-save-you, last desperate gasp in a failing campaign contest.
OTOH, Hillary is in fantastic shape going forward into states that favor her! We will win and win big in states that have large numbers of Democrats, the states with diversity, the states that will carry us forward in the general election. Soon, we are going to be rejoicing and that much closer to saying, "Madam President!"

And really, he did get a ten delegate lead out of WI, so it's actually only $240,000 per delegate.
Now being only 214 delegates short, the total cost will only be $51,360,000...if all goes well.

He could dump a cool billion into New York and, post that interview with the Post, it's just not going to help that much.
At least in the cases of NY, PA, DE, and MD, and I suspect CT, our delegate cost for Sanders is effectively infinite.

A big problem is that it takes 2-3 hours to vote in the inner city. GOTV in the districts she'd kill in is very very hard. People don't have time for it.
And it's been made much harder with the newly enacted Voter ID law. Democratic turnout in those areas is abysmal at best in anything outside of the GE.
I was up at 4am, worked 6 hours at my day job and then 10 at the polls. It was very very busy in my incredibly red community. The GOP shows up and did so in droves to smack down Trump. Sanders won by more then I would have expected. I find it hilarious that the accusations of fraud and shenanigans NEVER ever come up when Sanders wins. I'm in the infamous Waukesha County and have worked elections here for six years now. While I'm relieved to not be "blamed" for one not going the way people like, I find it hilarious that the screams and wails of maleficence are silent.
Meh, onward. Thanks for the much needed hug. Back at cha.
Oh, but on a very positive note, my good friend who's a former DUer won reelection handily in his Milwaukee County Supervisor race which makes me very happy.
