AUSTIN — Among leaders at black universities, Hillary Clinton is poised to become far more popular than the man she aims to succeed — the first black president.

Clinton’s policies toward historically black colleges and universities, or HBCUs, may be one of the biggest differences between her and President Barack Obama. Leaders of some of those schools complain that Obama has been too hands-off with black universities and has hurt them with financial aid policies and a focus on community colleges.

That outreach has included several visits to HBCUs. Clinton appeared twice for campaign events at Texas Southern University in Houston, and her husband, former President Bill Clinton, stumped for her at Paul Quinn College in Dallas.

“There has been a lack of open communications on both sides — from the Obama administration and from the HBCU community,” said Gasman, who directs the Penn Center for Minority Serving Institutions at the University of Pennsylvania. “The challenges that HBCUs face were in existence prior to Obama becoming president.”....................
