That is somewhat confusing.

Of the remaining ballots that need to be counted, about 2/3 of those are vote-by mail ballots. This was reported by Alex Padilla.

Vote by mail favors Hillary. The link below contains the Alex Padilla assessment:

The vote by mail ballots will be counted if they arrive up to three days after the election. This was all made very clear in the voter pamphlet that was sent out to every registered voter

All other ballots received by 8 P.M on election day WILL BE COUNTED, and provisional ballots are always counted in California elections no matter what the margins.

2/3 of those are vote by mail. The Clinton campaign in California had an extra push encouraging vote by mail, which was reflected in the vote by mail votes that have been counted.

For the later vote-by-mail we will see if it follows that same pattern. As long as the ballot is post-marked by election day, June 7, 2016, and received in the county office within three days after the election, it will be counted.

These rules were made very clear before the election.

Also, those who have been spewing lies that provisional ballots are not counted, are wrong. All ballots, including provisional ballots are counted in California, no matter what the margin

There is no reason to believe Hillary won't win California. Regardless, she will have won the most pledged delegates, and votes this primary season.

Regarding the 'uncounted votes', here's the PDF with the numbers as of 'yesterday'. However, this list is somewhat misleading. Most of the 'latest' county dates on the list as of now are from 6/7 and 6/8, even though many counties have continued to submit additional verified votes to the SOS thru 6/10. So it appears that it isn't being updated by the counties at the same time as the vote count itself is.

Be that as it may, the pace of their vote counting is kind of ridiculous. I don't know how the reviews that they do of the mail ballots compare to Oregon's, which doesn't seem to have this problem. Perhaps they're just woefully understaffed.
