The funny thing is she went out of her way to not declare Hillary the winner. Said that these vote totals are unofficial, they won't certify til the end of the month. She even explained the recanvass procedure if some requests it and they'll retabulate the votes. CNN was trying to get her to declare Hillary the winner, and she refused multiple times.

Finally, she said, Hillary looks to have taken the state based on the unofficial vote total and all of a sudden they are treating her like Katherine Harris.
