With the goal to block a first round win for trump. Thereafter the delegates are released and Cruz had been working to send supporters of his as delegates.

But since there were several candidates to secure pledged delegates, trump could still be blocked from hitting 1237 on the first vote.

states the GOP are stacking the delegates with Cruz supporters. Cruz will stay in to block Trump from an outright victory.

The first round they have to vote as allocated. If Trump does not get 51%, the delegates are released to vote as they want. Cruz is hoping to win this way. The GOP convention is going to be a bloodbath if Trump can not win outright.
