Question about legislation and who you can contact

There is a bill in congress and I saw on congress.gov that it was referred to the Subcommittee on Livestock and Foreign Agriculture. I don't know how that works. Are only people who are in the districts of the congresspeople able to ask them to vote a certain way, or is anyone able to ask them to vote a certain way?
