Broken Hydrant, Lewd Art Anger Neighbors

KANSAS CITY, Mo. -- Residents of a southeast Kansas City neighborhood said they've been complaining to the city about two issues -- one that affects their safety and the other that offends their morals.

The safety issue involves a fire hydrant that hasn't been working for months, despite ongoing complaints to the city. The hydrant is leaning beside a small hole in the ground, likely the result of being hit by a car.

The other issue is a work of lewd graffiti spray-painted on the street, just a few feet from the broken hydrant. The graffiti depicts a character from the popular show "Rugrats" engaged in a sexual act.

Morain said he's been complaining about the graffiti since it first appeared almost a year ago.
