Why would Windows 7 tell me I can't download Internet Explorer 11 which just came out,

because allegedly I have a newer version? I had an OLDER version and tried to uninstall it although two dll files refused to go. They claim to be open in another conveniently unidentified program which I'm supposed to close but can't identify.

The only reason I want a working version of IE is to serve as backup if Chrome and Opera both crash, well and also to have another place to import my bookmarks.

I don't even remember what led me to it in the first place, but it's ideal, and a most useful bit of software. I can't count how many times I have used it. It's not 100% effective, but it will cover 99.999999%.

Unlocker is a utility for bypassing some of the more frustrating restrictions on files in Windows, allowing you to delete or access files that were previously "off limits."

2. see if IE11 shows up in Windows Update. Might be easier to install that way.

Just type wu into the Start/Search box and hit enter. Let it check for updates and see if IE11 is listed. (It could possibly be in the list of optional updates.)

It could be that it requires some supporting update that it didn't detect.

If it really did complain that you already have a newer version then a round of updates (or two) might clear it's little brain. If not then more serious measures may be required..
