I would think you can skip it. As the article says, you can also do it manually but that changes all settings.

The manual fix is simple if you are doing just one computer.

If you are applying the fix to a whole department or whole company, you probably want the automated fix.

Strange thing is, my update history shows that this update was successfully installed yesterday yet dear old MS won't let me turn off my computer without installing it again! What is so important about this update that it needs to be installed multiple times?
