need help with layout for printing photos

I have a series of 36 photos I want to print out on plain paper as wallet size images (9 per page) but when I preview they are all jumbled. like the first is on the bottom middle and the next is somewhere else that makes no sense to me. I tried just doing one page at a time with the first 9 images and it is still jumbled. the files are numerical and in order. WTF?

How can I make it so they are at least either in order across the page or even vertically in 3 columns is better than seemingly just randomeized?

do I have to insert them into some kind of word document? arrrgggghhhhh!!!!
