WTF is NET NEUTRALITY, anyway? And how can we make everything better?

I don't know enough about networking to properly evaluate this. He seems to be saying that the net neutrality advocates are mistaken about the facts. Thanks for your time.

1. I find the article a bit confusing

It lacks enough technical details that some networking savvy folks won't have enough information and at the same time makes allusion to details that may be a bit beyond the casual user. There aren't really any references detailed enough explaining the figure presented on the second page. The figure is low res enough that some parts can't be read. The link leads to another article with the same low res figure.

I not convinced that my understanding of the issue is reliable, complete and correct enough to share as it may just add confusion. I would encourage ongoing research and reading.
