....and denigrating the young is a familiar theme of dog whistle politics, making out that any success in exams is due to grade inflation, that they are not fit for employment and so forth.

Essentially he's talking to grouchy old farts who want to feel superior to the young, mainly because such people are much more likely to get out and vote.

This is someone who should never lecture anyone about "character skills, the ability to get on with different people, to articulate yourself clearly, confidence, grit, self-control".
